Turkey Is against NATO's Decision on Libya

   BRUSSELS - Turkey has insisted on Sunday the review of NATO planning for operations in Libya. That is what diplomats in Brussels said.

   Turkey, one of the 28 members of NATO, according to diplomats in Brussels, disagrees with the imposition of a no-fly zone over Libya since this also means that attacks on Libyan territory could be implemented.

   Partly due to the concerns of Turkey, NATO could take no decision on Sunday about the operational plans for Libya. The alliance is studying these for weeks.

   Furthermore, France has little feel for transering the leadership of the operation to the NATO. According to Paris, the Western Alliance has a bad reputation in the Arab world.
